Well he doesn’t look particularly of the Moroccan persuasion, so I’d give that an 80% probability rating. Could be the dumb police chief in civvies, though.

i think that what these organized gangs are doing is exporting semi-legal street-type drugs from Holland to countries where such drugs are illegal ... that and apparently much actual crime unrelated to drugs ...

My understanding is that the experiment failed. They created a welfare system for stoners and were surprised to find immigrants riding that gravy train. They started running out of other people’s money.
They were OK with young white people doing drugs.
