It doesn’t do much good if one judge in NY or Hawaii decides to block his policies. The way things are now, any liberal judge in any state can stop the president. That won’t change no matter how many judges Trump appoints.

That won’t change no matter how many judges Trump appoints. Actually, that explains the emphasis on circuit court judges. A ruling like this doesn't have to be appealed to the Supremes to be overturned.
