I'd argue that it's the foreigners who would be enticed to comply by having the meeting at Doral, rather than Trump being enticed by "emoluments" from having the meeting at Doral.

Anyway, it was a quid quo pro. He lets them stay at Doral in exchange for dirt on Joe Biden. He’s negotiating with Turkey to stop killing Kurds so that the Kurds will dig up dirt on Elizabeth Warren. In fact, all foreigners who have any dealings at all with the US are doing so on condition that they dig up dirt on political opponents. Those illegal Mexicans get to stay if they give up the goods on Beto. We must build a wall to keep them out, so that Beto can be the next POTUS.
