No legislative act is allowed which assigns guilt without trial.

What Schiff is doing is not a legislative act, it is a political act and I doubt he really has impeachment as his first goal. He likely is beating this dead horse in attempt to so confuse voters it will influence the outcome of the next election.

If so, Schiff and Nadlers committees have no jurisdiction concerning impeachment power delegated to the House of Representatives entire ( not just one party)by Article I of the Constitution. The proceedings are null and void ab initio.

At some point the House of representatives must pass a Letter of Impeachment which is indeed a legislative act, and at that point that Letter of Impeachment, generated by only one party of the House of Representatives,in the absence of due process to either Republicans or The President could easily be classified as a Bill of Attainder by the Senate. Bills of Attainder are prohibited by Article I, Section 9 of the Constitution.
