IG Horowitz:... FBI Spends $42M Per Year On Informants...

Inspector General Michael Horowitz said the FBI is spending $42 million per year on payments to its informants......However, only 20% of the informants reportedly meet the bureau’s standards.... Horowitz found at least one of the FBI’s informants was a registered child sex offender.

“Ineffective management and oversight of confidential sources can result in jeopardizing FBI operations — placing FBI agents, sources, subjects of investigation and the public in harm’s way,” stated Horowitz. “The FBI agreed with all of our recommendations to improve its management and oversight over this important program.”

The IG also found the FBI failed to provide agents with clear guidelines on how to work with informants, which made its spending on informants even less efficient.

FBI has historically kept all its intelligence budget classified, as well as the size of its surveillance force and the assets available to it. This may mean we are going to see surveillance budgets come out into the open - and not just the FBI. THe FBI may just be where they reveal what it was doing to horrify people, before revealing somebody else has been doing it a hundred times worse. And if that comes out, I suspect they will let out surveillance files, because NSA has everything, and needs to kneecap a competitor in the shadows which the public doesn’t know about. Which means people will find out that grownups sent children’s in to spy on their children in school, and begin building files on them. Husbands will find out other men sent people in to spy on their wives in their social circles. People will find out neighbors were listening to confidential conversations, and even intimate moments in the privacy of innocent people’s homes, where those innocents assumed nobody else would ever listen to or watch them. Citizens will find out there were people shadowing them a few times a year as they bought groceries, because every citizen got periodic full coverage, and a file, from the time they were children. Operation TIPS has been in full effect, likely even before it was proposed. If that all comes out, it will get ugly. The wrong group fucked with NSA when they sent in Snowden.

We could also say how much of the cash never got to informants and disappeared to back pockets or channeled elsewhere....

From the sound of the article there doesn’t appear to be a tight oversight or follow up. But of course if you’re dipping into the funds you’re not going to do that.

Probably hand payments out in cash w/o receipts and 75% of it goes into the “controller’s” pockets.
