The republicans on the committee should have said Eric Ciaramella at the beginning of EVERY 5 minute question time they had, one after another.

Exactly. Schiff can’t prosecute them. And the 4Repub/4dem ethics committee can’t do a thing except censure (nasty letter) recommend expulsion (takes a 2/3 vote)
They are toothless.
