Probably not. If someone mails you a pound of heroin and it is intercepted, I can’t see that you are responsible. What they normally do is go ahead and deliver it. Then, if you keep it or make arrangements to sell or distribute, then they arrest you. The fact that they announced this means they are not going to go that route. If they’d kept it secret, then, yes. They would be planning to prosecute. In probably half the districts in the country they either don’t have the manpower or the political will to prosecute something like this.
Smart criminals use somebody else's address for their fake ID.
Do you really think that the addressees actually live where the license says they do?
