Preventing murder, yes.

Preventing suicide... maybe.

Preventing a murder or suicide committed with a particular method, no.

The gov’t cannot prevent anything....it can only punish after the crime.

Criminalizing things to “prevent” crime always results in a loss of freedom for your citizens.
