Let me guess. Residents and businesses will have to provide areas for vagrants. What if one of them is injured on private property? Who is responsible? Can the city mandate that private property owners not only allow trespassing but assume responsibility for their safety and welfare?

Obviously, you (the homeowner) are legally liable for anything that happens to your "guests" while they are "resting" on your property!
