After the 737Max and the Starliner screw up, someone has to be sent packing. The CEO is the top choice, but it is a culture issue I suspect internally at Boeing. They need to get lean and mean, and smarter.
I’d start with getting a really clear look at the Engineering side. Going to be hard, because if they are “protected quota people” they can’t be canned.
You should do a blind ranking of the teams and cull out folks. I’m afraid you can’t actually do this anymore without the Racist and Sexist lawsuits.

On one hand, Boeing now has their engineering reporting structure, but on the other hand, their new BGS CEO started his introduction speech with a presentation titled “I am diversity”. A man born in the US claimed to be ‘African’ because he is black.
