Pretty easy set up:
1. “Hey, I’m maintenance. The camera’s off and central sent me to fix it.”
2. Lazy guard, “Go on in.”
3. Maintenance has belt with standard crap including wire clay cutter. “Hey, I’m here to fix your camera.”
4. Garrottes Epstein.
5. Walks out. “Hey I need a tool in my van. Lock the door for me.” Lazy Guard, “Ok.”
6. Walks away.

The false reporting of counts and tours is pretty normal in most facilities on 3rd shift. There is no movement, no doors opened on the shift so officers only do a handful of tours per shift. I would think things would be a little different once a high profile inmate like Epstein showed up. The two guards on duty were pretty careless about such a high security inmate.
