HB 569 Out-of-state concealed handgun permits; reciprocity.

SUMMARY AS INTRODUCED:
Out-of-state concealed handgun permits; reciprocity.
Reinstates the prior law providing that the holder of an out-of-state concealed handgun permit who is at least 21 years of age is authorized to carry a concealed handgun in Virginia if the other state (i) has a 24-hour-a-day means of verification of the validity of the permits issued in that state and (ii) has requirements and qualifications that are adequate to prevent possession of a permit by persons who would be denied a permit in Virginia. Under current law, the holder of an out-of-state concealed handgun permit who is at least 21 years of age is authorized to carry a concealed handgun in Virginia if (a) the other state has a means of verification of the validity of the permits issued in that state, accessible 24 hours a day, if available; (b) the person carries a government-issued photo identification and displays it upon demand of a law-enforcement officer; and (c) the person has not previously had a Virginia concealed handgun permit revoked. The bill states that the Attorney General shall (1) determine whether states meet the requirements and qualifications of the bill, (2) maintain a registry of such states, and (3) make the registry available to law-enforcement officers for investigative purposes. The bill further requires the Attorney General to review the determinations of whether states meet the requirements and qualifications of the bill and update the registry accordingly every two years. The bill removes the requirement for the Superintendent of State Police to enter into agreements for reciprocal recognition with other states that require an agreement to be in place before the state will recognize a Virginia concealed handgun permit as valid in the state and provides that the Attorney General may enter into agreements for reciprocal recognition with any state qualifying for recognition. The bill also reinstates the recognition of certain Maryland concealed handgun permits and eliminates the requirement that the Superintendent of State Police enter into agreements for reciprocal recognition of concealed handgun permits or licenses with other states where agreements were in existence on December 1, 2015.

These communist SOBs need to go. They keep it up and a Virginia driver’s license and vehicle registration won’t be recognized in other states.
I’m going to guess that the number of states which will be found to have met all the criteria necessary for reciprocity, will be zero.
How to completely eliminate future gun violence in the US
The Federal Government will hire Inspectors to be placed in the staging/packing rooms of all gun manufacturers. As the process is finished, each gun will be placed in a separate, secure room for 30 minutes. No more than 10 can be evaluated at the same time.
During that 30 minutes the weapons will be observed and video taped for any violent activity and CERTIFIED according to the following schedule:
1. Non-violent
2. Disturbance
3. Intimidating
4. Riotous
5. Deadly
Weapons already purchased will be grandfathered or assume the models more significant rating if still being manufactured.

I was asking for details explaining the changes, not a WAG.

I think this means any state with reciprocity must be able to verify that one of their permits is valid 24/7/365.
This is just the camels nose under the tent.
Next will be invalidating all out of state CCW permits.
Then doing away with OUR CCW permits then outlawing open carry.
Their aim is to have the most oppressive firearm laws in the nation.

That’s easy - my state’s verification is our 227 year old Constitution. It’s available 24/7.

I did NOT wade through what the new bill says, but I would imagine it’s something similar. Lots of folks ended up with Utah carry permits in addition to their VA permits - Utah was still recognized in VA & in most neighboring states whose reciprocity was revoked by Herring.
So, Missouri is out again. We have ccwl issued by county sheriff’s and not recorded by the state.
Otheother hand, MO accept s all ccwls and even allows visitors to carry w/o permit.
Yep - when I travel - I carry - regardless of the “laws” of the States I pass through/stop in.
