Both can be true. The guy was corrupt and Biden wanted him gone to protected Jr. Everybody is corrupt in Ukraine and Russia. It’s part of their post Soviet culture and just how they roll.

Me: “No deal. These are commercial airline parts. I need coating certs. I have to put FAA tags on these parts”. (Scrapped parts can NEVER go back in an airplane)
Ukrainian: “No problem. You mark parts scrap. send them. We coat them, send them back with scrap tags. You throw scrap tags away. You don’t pay until certs show up in separate shipment. Deal?”
