According to White House officials, the plan calls for a two-state solution including the state of Israel and the "future" state of Palestine.

What is with the scare quotes around "future"? Is Palestine currently a state by any real definition?

Exactly! I say, if they want a recognized “state” then they should have to develop what other states have.
That includes:

1. Its own infrastructure. (electric, sewer and other utilities)
2. Its own monetary system.
3. The means to maintain above.

Why should they be allowed to use Israel’s infrastructure for their separate state?

On 29 November 2012, UN General Assembly resolution 67/19 passed, upgrading Palestine to “non-member observer state” status in the United Nations. The change in status was described as “de facto recognition of the sovereign state of Palestine”.
