My guess is that McConnell would never allow a vote on a motion to dismiss if he knew it would fail.
Exactly right. The motion is not in there on purpose. The GOP did not have the nerve to declare the articles invalid, or said another way, they would have implicitly endorsed them as valid.
Not putting the principle to a test allows the senate to move on without showing its lack of principle.
