Because they are just money laundering machines to politicians and their families. Instead of the mob paying off the politicians, the politicians have eliminated the middle man:(

Actually, in most of these cities, the politicians are working with the mobs, turning a blind eye to prostitution, human trafficking, drugs and other “victimless crimes”.
In return, politicians get generous donations to their campaigns and protection from the crime.
The citizens are expected to appreciate the progressive, open-minded city.
