How do we know it hasn't? The criterion by which people are being tested pretty much rules out all but a tiny segment of the Indian population.

It is not spreading in warm climates. No cases in Africa either. Hot Australia has it due to Chinese nationals working there. All case are above the equator in colder climates.
The WHO said it will go away for the most part when spring arrives but think it will come back in the fall.
