I have seen option#2 and it is 100% effective but both call for personal accountability and America lost that battle long ago.

I am dubious of the supposition that labeling the cartels as terrorist organizations would automatically result in a huge influx of asylum claims. The author only cites a Mexican government source and I dont trust the Mexican government. There is no elaboration as to why this is so. The use of military forces in a combat role along the border and even into Mexico would seem to have a similar effect and the author doesnt seem concerned.
The other idea of using Tier 1 special operations groups like Delta and SEAL Team 6 in close cooperation with the Mexican government is also a non-starter. The op sec problems with that would be massive. The author is naive to even suggest it.
