Per reports....all but 14 passengers (who WERE infected), were reported to be healthy, at time of boarding buses, taking them to this flight home.
In actuality...due to the nature of this virus...more than 14 passengers could very well have been infected, at time of flight.
(I think I read a report that an additional passenger, who’d cleared the boarding screening, actually became symptomatic in flight, and had to be moved to this ‘isolation’ area, within the plane.)
I just don’t think there is any way to truly confirm infection, with the standard temp tests/screening.
Read closer. There’s no inconsistency. The 14 in question were infected but showing no symptoms.
Infected but not yet overtly ill.
IOW, exposed to the virus, potentially infectious, but not yet spiking a fever.
According to the available data, infected people can infect others for weeks before they, themselves, fall ill.

This is the tricky part about a highly contagious virus that can survive on a inanimate surface for up to XX days. The 14 who were asymptomatic for the 14 day quarantine could have been exposed as late as the day they left the contaminated ship. They may have then served as asymptomatic carriers that contaminated various surfaces and other humans...etc.
