This is not about generalizations regarding contagiousness without symptoms. We'll all be exposed to some of it. It's about centers of transmissions (e.g., the store example), viral loads, odds and chances. Less is better.
I thought, from you comment, that this was a program for salespersons only, lol.
Pro: You don’t want anyone spreading coronavirus because they don’t have insurance and thus can’t afford to seek medical care.
Con: In a backhanded way it’s making the case for universal single payer.
And the 100s of thousands who had the regular flu?
They didn’t/don’t matter? Their deaths don’t matter?

If I’m reading it correctly, it would apply to all who needed it. That would include butchers, bakers, candlestick makers, deadbeats and of course, salespeople.

Exactly. Give them insurance “temporarily”, then let them keep it forever. Taxpayer funded. The government never undoes the crap they pull. They just DO things to everyone and they never look back. This is BS.
Maybe when numerous places are offering free Coronovirus vaccines the need to use the National Disaster Program to treat the uninsured will not be necessary. But in the meanwhile.

A better case could be made that this is a.special circumstnace that will reduce the burden on the current system.
You missed my point. There are flu vaccines. Each year a vaccine that most likely is suited for the current strain is released. You and others can if they choose get a free vaccine. There is not a vaccine for Covid-19. So if offering treatment on a sliding scale or at no cost to uninsured people means they will seek out testing, diagnosis and treatment that is a good thing. For one thing it means if they test positive those persons can be told to self isolate.
It sure is cheaper to offer such testing then have the virus spread further into the population. A pandemic is very costly.
Testing? Fine.
Self isolation? Fine.
Covering their hospitalization? Not fine.
