"Churches and other religious and charitable institutions often have land to spare, and they should be able to use that land to build affordable housing and thus further their mission.

Sounds to me like this allows Churches to build on their property, ignoring city codes; it's not taking the land or forcing them to.

What Churches actually want to build a five-story apartment building on their property? Section 8 or not, I wouldn't think very many, if any, churches will take advantage of this.

I was using “takings” rather obliquely. I’m referring to the inevitable decline in single family property values when huge multi-family buildings are squeezed onto every vacant postage-stamp piece of land in the town.

There are huge relaxations of the “Auxiliary” building codes now, too, where you can squeeze a big rental unit into your backyard. You can also carve out 500 sq ft of your house to turn into a separate rental unit.

All of these things, while adding housing, degrade the pleasantness of suburban living.
