Ok. Maybe everyone missed the story

Senators introduce rules change that would allow for remote voting

The rule change would have allowed remote voting during a national emergency, but it was MCCONNEL who shot this down! If this is such an Emergency that we need this type of legislation passed immediately then WHY is McConnell not allowing 5 of his GOP members to vote? - Thus causing a 47 to 47 vote on the bill today which basically allows both sides to simply blame the other that nothing was passed!

From the news story: "Leadership, however, has shot down talk of allowing the Senate to vote remotely. Instead, Senate Majority Leader Mitch McConnell (R-Ky.) said they could lengthen votes and encouraged senators to conduct "social distancing."

“We’ll not be doing that. There are a number of different ways to avoid getting too many people together,” McConnell told reporters. "

5 GOP members plus Bernie Sanders did NOT VOTE. But it was McConnell who shot down the idea of remote voting thus sabatoging the vote and providing political cover for those not voting. Think about it!! So I'm calling BS on McConnell. Don't play games, get with the times and the declared National Emergency and change the damn rules and allow your Caucus to VOTE! We see what is goign on here!

That's a tie. So if they really wanted to get it passed, they could have one of the absent Senators show up. Or, if they don't want the optics of a maybe-possibly sick Senator voting, have Pence could cast his tiebreaker vote. Not that difficult.
