I’d like AG Barr to explain the legal/jurisdictional basis for capturing a foreign leader and prosecuting him under U.S. law.

This seems ridiculous on its face. But then wasn’t Barr working in the first Bush administration when the U.S. did exactly this with Manuel Noriega?

Noriega. They had no problem with Noriega.
