In vague terms. I wonder if the designs are all the same, what sort of machine and manufacturing process sheets exist in each opeation, how many competent engineers are available to managage start up, etc. ... and where in this process GM screwed up. Trump wants 100,000 ventilators in 100 days. 1,000 per day across 12 manufacturers.

Face shields quality is important, has to be top of the line. Who does the design and manufacturing approval? Does this "has to be right" principle attach to ventilators? Is there some FDA or other government body approval required? are these new producers allowed to continue to compete in their new markets after the crisis abates?

Me too. As well as primary material processing, metal removal, fabrication, stamping, pressing, assembly, and so on. The value added stuff is where it's at.
