It is nice to have a little sanity in government, even if it is imposed on the basis of litigation.
Now the problem. In my State, the gun ranges are pretty much closed, at least the newsletter I got from the gun range I belong to explained why they closed under the advice of their lawyers.
With out some practice time at a gun range or suitable location (hard to find in Urban areas) getting a new firearm and ammo is problematic. Many handguns require a break in period. For pistols, one should practice clearing jams. One should understand by instinct and muscle memory all of the firearm functions to be really safe.
Yes, it is a constitutional right, but people need to practice, practice and practice and especially learn the safety rules and laws governing deadly force.
