Heritage Coronavirus Commission Releases 5-Step Plan to Reopen America

On Thursday, the Heritage Foundation's National Coronavirus Recovery Commission met for the first time. At the meeting, seventeen experts hammered out a general five-phase plan to "save lives and livelihoods" by defeating the coronavirus and jumpstarting the economy. Vice President Mike Pence acknowledged the commission's work.

In order to slow the spread of the virus, President Donald Trump has urged Americans to stay home, practice social distancing, and avoid going into the office if their work is not "essential." State and local leaders have issued various orders, and businesses have moved to remote work or laying off employees. Unemployment has skyrocketed, Americans are having trouble paying rent, and millions are hoping America can reopen sooner rather than later. President Trump originally said he hoped to reopen the country by Easter, but that seems too ambitious.

"Good public health policy is good economic policy, and vice versa," Kay Coles James, president of the Heritage Foundation, said in a statement. "If the economy fails, there will be severe, long-term health consequences; and if the health care system fails, there will be severe, long-term economic consequences. A nation decimated by the disease cannot have a functioning economy, and a catastrophic loss of jobs wreaks horrific damage on both mental and physical health."

Therefore, the commission announced a five-phase plan to reopen the economy while also combatting the virus.

1. Regional reopening

The commission's plan calls for a regionally-targeted approach for reopening. America must "return to a more normal level of business activity at the regional level based on scientific data." Much as it would be inspiring to reopen the country all at once, coronavirus hotspots like the New York City area will likely require restrictions longer than most other parts of the country.

1.a. Give HCQ, as a preventative, to everyone who wants to take it. Set up rapid physician evaluation and prescription effort to quickly screen and dose volunteers. Use the DPA to increase supplies massively and rapidly.

1.b. Give to 1st responders and medical personnel first, then high risk in hotspots, etc. Easy for that team to figure out logistics.

1.c. Allow everyone on HCQ as a preventative to go back to normal life immediately. Work, School, etc.

We’re being gaslighted on HCQ, both treatment effects and side effects. Side effects in reality are trivial for the above use. See Dr. Daniel Wallace for details.

Bingo, at some point businesses and individuals may have to reassert their rights as American citizens. If there is an effort to suppress them, well that is why we have the second amendment. Hope it doesn’t come to that.

Let’s see how “regular” Americans respond after being isolated in their homes for three weeks, all the while being pounded incessantly with fear-inducing, panic-sustaining breathless reporting about the Chinese Virus. Will stores and shops re-open as places we’ll want to flock to in an effort to get back to normal living and enjoy a brief respite from all the panic? Or will they look like, as my local supermarket did yesterday morning, an infirmary in some third-world country ... not a recipe for a pleasant shopping experience but something we’ll likely need to endure for a while until people learn to deal with their fear of the Chinese Virus. My comments are not meant as a criticism of fearful people; rather as the reality we need to be prepared for if we fail to realize the massive damage that has been done to our society in just three weeks.

3. Build the science

The commission also calls for an investment in the science of the coronavirus. America should “increase the availability and rapidity of new diagnostic tests....

4. Launch an economic recovery

...The plan envisions “risk-informed measures to reestablish international travel while limiting the threat of reinfection.”...

5. Prepare for future pandemics

...the Heritage Foundation commission plan calls for supply chain reform in pursuit of the broader goal of reducing the future risks of pandemics. It also calls for investment in national and state stockpiles, strategies to build up resource capacity, plans to develop vaccines for coronaviruses, and an “international biosurveillance network to detect and contain emerging infections diseases.”

#5 is very important. One would think that’s what we are paying all that money to CDC for, wouldn’t one?

So what exactly is CDC for? If not that, then what is their purpose for existence?

Im also wondering why we didn’t get any early warning alarms from CIA or NSA about this. It has been absolutely a national security issue. What were they doing in late Nov thru mid Jan? Why didn’t they detect what was going on in China? Did they know but didn’t report or did they completely miss early warning signs?

Heritage’s “plan” will result in millions dead. All the “regional reopening” is going to do is “spread the wealth around”. That is, rural areas will get to have massive virus growth, just like New York City. This will kill people more uniformly.

Look, the real plan needs to be:

1) Only the immune go back to work
2) Everyone else gets prophylactic HCQ
3) The recovered donate conalescent plasma to sick
this giving them immunity plus healing.

After WWII ended, most thought that we'd drop right back into the Depression. Instead, there was such a pent-up demand, the economy really took off.

I see the same happening here. While a lot of damage has been done to small businesses, I believe there will be a surprising rebound (to the despair of the Left).

After WWII ended, most thought that we'd drop right back into the Depression. Instead, there was such a pent-up demand, the economy really took off.

Because we were the only industrial country still intact at the time. We literally produced maybe 80-90% of the world's goods those years immediately following the war, while Europe rebuilt.

All true. However, people had bucks in their pocket and not much to spend it on - and then the floodgates opened (same as when the current shutdown ends). The economy didn't stop to take a breath until 1949.

Auto demand was so great that the manufacturers didn't bother to change the 1940 slope-back design until the '48 model year.
