He defines most of the GOVS for sure...they want it both ways...shutdown for political damage to their opponents (namely President Trump), but full funding provided to them.
Although I fully appreciate them getting their comeuppance, I think the more immediate benefit is generating a new level of pressure to resume business, though it is galling that it has to come to this point before it “suddenly matters.”
School districts and universities/colleges will need to trim the administrative staff soon. Some universities and colleges have already started furloughing teaching staff. They need to make tenured teachers start taking a real teaching load instead of having the TA’s doing the class room work.
