Governor Retarded Woodchuck passed an order that all stipend employees, IE couches, club advisors, after school help etc in schools are to be paid their full stipends, even though all sports have been cancelled.
So if you are a teacher and couch after school baseball, not only do you collect your full paycheck, you get the stipend as well.

They basically all stay home anyway right now. Some are working but only the essential ones. All the rest are home collecting pay. Laying them off would let them all collect unemployment instead of being directly on the gov payroll.
