I would suggest that in a nation as large and densely populated as China, there is no totally effective capability for collecting much less disseminating in a timely manner the various types of virus data.
It is totally foolish to assume China has the “down to the county” level of disease data collection and reporting we have in America. To assume parity, you must assume that the people at the working level actually care about reporting and actually about gathering the data.
When you are up to your ass in alligators, you lose track of draining the swamp.
If it is true in China, it is five times as true in India or Brazil. It is ten times as true in all of Africa except maybe Egypt.
Europe is probably better, but Italy and Spain belie that thought
