BIOLOGICAL WARFARE: The head of the NSB said it does not have a unit focused on gathering intelligence on biological warfare activity, but one would be set up
The COVID-19 virus originated in China, National Security Bureau (NSB) Director-General Chiu Kuo-cheng told lawmakers yesterday, adding that intelligence indicated that North Korean leader Kim Jong-un is “ill,” but remains in control of the nation.
Tsai asked Chiu about the bureau’s intelligence regarding the source of COVID-19 and whether it originated in China or the US, as has been suggested by some Chinese officials.
National Security Bureau Director-General Chiu Kuo-cheng speaks at a meeting of the legislature’s Foreign Affairs and National Defense Committee in Taipei yesterday.
“All of the initial information pointed to the virus coming out of the Huanan Seafood Market [in Wuhan], there is no doubt about it,” Chiu said.
“So the virus originated in China?” Tsai asked, to which Chiu replied: “Yes, that is correct.”
Tsai asked about the possibility that the novel coronavirus was deployed as a form of biological warfare, or if it was simply a chance happening.
Tsai showed a photograph of a P4 — the highest biosecurity rating — laboratory at the Wuhan Institute of Virology, asking if it was possible COVID-19 leaked from the facility amid research conducted there.
“China has two such P4 research laboratories, one in Wuhan and another in Harbin,” Chiu said. “However, we are not yet certain whether China was conducting virus research and experiments at other laboratories in secret locations.”
Chiu said that the bureau does not have a unit focused on gathering intelligence on biological warfare activity, promising to set one up and recruit talent to coordinate work gathering intelligence on the subject.

I did not know there was a P4 lab in Harbin, but Harbin is said by many reports to have been recently locked down.

An argument was made thus: "If China actually built a biological weapon, they would not have handed over the recipe so quickly and easily."
A1: For the sake of argument, lets assume it was bio weapon. (but incomplete) To answer that argument statement above (which was made in a American Council on Science and Health article April 13, 2020) it is a simple answer: They didn't. A2: How do we know it was the original genome? Or the correct genome? It would have already naturally mutated enough to conceal an S-protein splice/re-placement that would have, as Prof. Dr. Montagnier stated, "mutated back to a more natural form over time" to become nearly undetected by the average molecular biologist.
Q: How close is the genome we have to the original in the lab? (Or for humor, in the wetmarket) We may never know.
The CCP handed over the weaponized CCP virus genome, knowing that it would look like the SARS virus that did come from a natural source. I think when they got the virus from the bat research team headed by Wuhan-based virologist Shi Zhengli, they wanted to know if it could be modified to become transmitted human to human. They knew that viruses get modified—mutated—when they infect animals. Hence, there is speculation that they were looking at the role of the pangolin as a intermediary, which would render the virus transmissible human to human. This was case of the civets cats, suspected of transmitting the SARS virus to humans. Perhaps this was research to prevent such virus attacks in the Wet Market.
However, I think the bio-warfare folks set this research on a different track. There is evidence of changes in the COVID-19 genome accomplished by unnatural means available to the genetics community. Gene splicing may have caused the virus to be more efficient in the duplication process inside the cell, and very contagious. Those two attributes made it a very volatile bio-weapon.
The next thing was to develop a vaccine or anecdote to protect yourself while using it. Before such a vaccine was developed, sloppy lab practices allowed the virus to infect Wuhan virologist, Huang Yanling, who spread it to the world. The virus performed as the bio-weapon it was designed to be.

Understandably the trump administration is sticking to thier story for now, it was not manipulated and not a bio weapon. but we can see that Wuhan was locked down no flights in or out. yet thier (delivery system): international flights in and out were allowed. No other large city close to Wuhan was effected. I believe we all know the answer to this and so does the president. Our politicians along with corporations have put America on the china bread line, our enemy, for sustenance. Im sure we are making plans for a comback that the CCP will not be happy with

Harbin province was locked down mid April. Borders to Russia closed so that infected from Russia could not get in. The last few days Russias cases have spiked to 116,000 with a top official testing positive. Putin cannot be too happy.
