Joe's Biden's campaign dispatched operatives to the Uof Del's library to rifle through his secretive Senate records. Biden dropped off 1,875 boxes: “photographs, documents, videotapes, files” and 415 gigabytes of electronic records in 2012. The university initially said it expected to make the records “available to the public two years after Biden’s last day in elected public office.” In April 2019, just hours before Biden announced his presidential bid, the university changed its mind, and said the papers wouldn't be released until either December 31, 2019, or until two years after Biden “retires from public life,” whichever comes later.
Fox News reported numerous top officials on the University board have close personal and financial ties to the former VP. The University's charter states that the Board of Trustees has “entire control and management of the affairs of the university," and notes that no university bylaws "shall diminish or reduce the Board’s plenary authority over all matters related to the control and management of the affairs of the University."
The current chairman of the board, John Cochran, is a longtime Biden donor and former CEO of MBNA.
Biden's son Hunter was hired on at MBNA. Rachel Mullen, a former senior personal banking officer at MBNA from 1994-2001 tweeted that managers referred to the younger Biden as "Senator MBNA" after he was hired into a lucrative management-prep track right after Yale Law School.
As Hunter cashed the checks, Biden was pushing successfully on the Senate floor for legislation that would make it harder for consumers to file for bankruptcy protection -- benefiting companies like MBNA. In a contemporaneous interview, Tom Brokaw asked Biden whether it was "inappropriate" for the then-senator to have his son "collecting money from this big credit card company while you were on the [Senate] floor protecting its interests."

So the big brouhaha about searching the Delaware records could have been part of the Biden campaign plan put in motion after they had been searched and sanitized.

The deal HAD to be arranged in DC by Biden's staff----well-in-advance of the official trip------ so when the Bidens arrived the deal was good to go, and a license to do business at the ready.
Joe Biden pled innocent, saying he and Hunter "did not discuss" the lucrative business deal during the 12 hour flight.
Of course not ---- b/c the Hunter deal was all done in advance ....... by Joe's tax-paid VP staff.
Hunter Biden soaked the taxpayers, using govt-sponsored travel to conduct private business, flying on the VP’ s plane and having the VP's staff arrange the details.

with every detail in place----even how long Biden waved before going down the steps to meet the Chinese delegation.
Hunter admits he arranged for his Chinese business partner to meet his Dad-----and in the shady world of global politics,
having a picture taken with the US VP is worth gazillions. This tidbit was also verified by NY magazine.
