Dug it up. It is PBT or People for Better Treatment India. In general they are opposed to medical malpractice. Founding Dr. lost a spouse to malpractice so has a personal interest in that subject in general.

However, their founder migrated to the US and now is in Ohio and an Adjunct Professor and HIV/AIDS Consultant. Been involved in AIDS/HIV research and joined Ohio State University as an assistant professor in 1998 to conduct research on HIV and AIDS. But the domain name admin is in India.
