Pressed to clarify the policy, Macenka said that repeat positive cases "are counted as separate cases only if the tests occur on different days. If [a Virginia resident] tested Monday and Tuesday and both are positive, that's two positives."
That policy may serve to sharply drive up case numbers, which may in turn significantly delay the re-opening of the state. Virginia Gov. Ralph Northam has stated that the state will begin its first phase of re-opening only when state officials have logged 14 straight days of declining case numbers and hospitalizations.
Last month State Health Commissioner Oliver claimed that the initial "Phase One" of re-opening the state might take up to two years, though state officials quickly disavowed that estimate and said Oliver had misspoken.

That’s just preposterous. Politics needs to stay out of science. It’s been manipulated by government grant money for my entire life - for example, the government would give grant money to study marijuana, but only if the purpose of the study was to show how bad MJ was. Now, they give fortunes to people to manipulate weather data. And then this nonsense. Of course someone tested positive Monday is very likely to test positive Tuesday. Just a way to keep the numbers inflated and justify controls by executive orders.
I hope people wake up after all this.
14 straight days is a statistical impossibility.
One thing I have noticed with some of these reports is they will tell you they have X amount of cases. The number of cases never seems to go down even if the patient has recovered. It’s not a case anymore yet they continue to bulk up the numbers just for the fear factor.
Example: In my county we have 3 cases. The first case was found almost 5 weeks ago and the patient recovered at home with ZERO problems, yet they still count 3 active cases instead of 2.

There is some logic in testing a person twice. For example, you may want to confirm the first test. Having a second test helps reduce false positive results.
You may also want to do antibody testing. I am not sure how far along we are on that, but testing viral load and antibody load will give some insight into case recovery progress.
But of course, one person is one case. If someone had cancer on Monday and cancer on Tuesday that’s not 2 cases of cancer. This type of chicanery is farcical. Politically driven. These people want the economy wrecked, and they want the numbers higher to justify their actions and their debunked predictions.

Testing twice is not surprising, considering the multiple reports of faulty tests, but counting them twice is just fraud.

It is appearing more than obvious that all of these little tinpot despots are exercising power not really considerant of the well being of their ‘subjects’.
FOLLOW THE MONEY
I’ve said this since the testing hysteria started - do not get tested unless you have to go to the hospital. Otherwise, if you are ill, it doesn’t matter whether you have it or not. If you’re ill stay home until you’re better. All testing does is give the despots more numbers to scare the weak with and excuses to keep you under house arrest.
They are not double counting positive tests. They are going to release the numbers for all tests. If someone is tested twice that will be reported as two separate tests. It doesn’t matter if the tests are positive or negative, they will all be reported.
