The way I understand it, and I could be wrong, is that the list released shows people who had asked for unmasking of some particular piece of classified information. And these are just the instances where Flynn's name was returned to the person making the request during a particular time frame.

I don't think it means people asked for Flynn by name. And I don't think it includes any other requests that returned names other than Flynn's. This is a narrow report that just refers to those who received Flynn's name.

Yes that’s the most likely explanation.

Which means that the requests must have unmasked dozens or hundreds of other Americans in addition to Flynn

Correct. They asked who was on the other end of the conversation because they read the conversation with just that person's name blanked out.
