I don't know how these sick puppies think, so I won't dismiss your suggestion at all. But I will observe that a booming economy and a tight labor market such as we had a mere three months ago does far more to buy solvency for the social security program that targeting the old and frail.

A nursing home resident consumes far fewer government tax dollars (for which most paid years of taxes) than a jailbird in a penitentiary (for which few contributed taxes).
