The Democrats appear to say that they want assistance without any strings attached. I wonder if Congress has the balls and love of country, to instead require the recipients to implement "adjustments" in the States receiving said assistance.

This would parallel the requirements Congress put on companies and small businesses that receive the PPP loans.

For example, the assistance would be in the form of a loan, converted to a grant when the receiving State passes AND ADHERES TO a balanced budget.

Just a thought.
