None of those other states offer the bennies to them that California does. Someone who is deeply invested in a California state job would take a serious life changing hit in their retirement income, that is why they stay.

Forbes just ran an article about how California has over 340,000 employees making over $100,000 per year. Top employees are making over $1 Million per year just in salary alone. And no, it’s not just the football or basketball coaches.
