DC is not a state. Why is their use in the District violation of the Constitution.?
Various rights and responsibilities were spelled out between DC and Congress when DC gained Home Rule in 1973. DC currently has more population than Vermont and Wyoming, and slightly more white people now than black, with some Latinos and Asians added.
