I believe that Trump is able to stand down some National Guard troops because he has other assets in place.
A fellow FReeper posted a link from Brian Cates’ Twitter a couple days ago. I have not seen this widely reported. If all is true, it explains a lot about how Trump is handling the crisis:

I saw that too. A unit from the Florida Army National Guard (Commanded by a supportive Governor), were sworn in as Federal Marshals. That allows them to exercise law enforcement powers, including arrest, which Active Duty Military can not.
They could be housed at the many Military bases in the DC Metro area, for rapid deployment.
Heard that too. Brilliant move. US Marshals report to DOJ.
These temporarily deputized US Marshals are also National Guard and LEOs.
This move quashes any bid by mayors and governors to disband police or NG, or criticize POTUS’s plan to use the Insurrection Act.
