I have read about of a lot of towns that didn’t have police. When someone committed a heaneous crime they formed a posse and the perp was brought to justice at the short end of a rope. Is this what they are wanting?

In the second volume he addressed the issue of vigilantes. And he made the point that vigilante action would arise in places where there were no established lawmen in place. And he asserted that “vigilante justice” typically did not require scare quotes - they conducted serious inquiry into the nature of the offense and the quality of the evidence against the accused. And this was actually a real sacrifice - the men who were in these places would much rather have spent the day panning for gold &c than spending the day scrutinizing the facts of a case.
