Actually, the Northwest Ordinance of 1787 prohibited slavery in all the states formed from the Northwest Territory. This would include Ohio, Michigan, Indiana, Illinois, and Wisconsin. This ordinance is actually older than the United States Constitution of 1787.
Juneteenth does not commemorate the end of slavery in the United States. It commemorates the capture of the last Confederate garrison in Texas by Union forces. Slavery was still legal in the border states that remained in the Union: Delaware, Maryland, Kentucky, and Missouri as well as parts of Louisiana that were exempted from The Emancipation Proclamation. Slavery did not legally end until December 6th. 1865 with the ratification of the Thirteenth Amendment to the Constitution by the state of Georgia.
