Yes. Democrat run. Black democrat police chief. Wimpy mayor. City horribly run. Had a huge fight about a street car 10 years ago, they built it anyway. Nobody rides it, its a bust.
20 years ago the city folded on a federal consent decree, way before Obama made consent decrees fashionable.
