My idea would be use the seized assets to repair the damage those morons did first.
The minions being used to do the actual fieldwork don’t have any assets, and those who are behind this are part of the legal upper tier, they are not subject to the laws of the masses.
There seems to be no universal law in the courts, and no universal justice to be had on the street.
An unbalanced situation in both right now.
