Much of it culture yes but new genetic research shows there are differences in the races as well. Research shows blacks have a differently shaped brain in one area that tends to lead to poor impulse control. i.e. more likely to make bad decisions at spur of moment.
Color or IQ, impulse control, abstract thinking, hormone levels, and a host of other things that aren’t skin color. Africans in Sweden behave more like Africans in Africa than Swedes. Saying that culture has nothing to do with the genetics of the people who make the culture sounds kind of odd.
