To be fair, a ruptured high pressure oxygen line plus a fire can cause a hugely destructive, fast moving fire and there have been Western hospitals that have lost staff and patients to just such a thing, so it is possible. But I wouldn’t rule out hostile action.
Maybe just throw the hospital fire into the report as a red herring, to get them to chase their tails for a while, looking for a connection?
