I believe the Federal moratorium only applies to properties with mortgages that are underwritten or guaranteed by the Federal government.

Did those mortgages come with clauses saying the Federal government could suspend evictions?

That’s true for the federal eviction moratorium, but many state and local eviction moratoriums have extended beyond that. For example, in Kentucky, the governor has extended the eviction moratorium to include all rentals even if the property is completely paid off with no mortgage whatsoever. The landlord must still pay for expenses on the property such as taxes, repairs, etc. However, if a tenant stops paying rent, they can’t be evicted for non-payment. Governor Beshear has made our leases unenforceable. So, he has effectively turned our rentals into public housing but Kentucky is not reimbursing landlords for tenants who choose not to pay rent.
