That's one of the points that Alexander Solzhenitsyn made in is book "Gulag Archipelago". When people were charged with fake crimes, everyone involved knew it was lies. Officials would even admit so, if confronted in private. Publicly, everyone pretended that it wasn't lies, though, even the victims of the Bolsheviks.
The deceased had just shot and killed a fellow human in a parking garage a few blocks away. The police were looking for him. He saw the police coming towards him, so he went boom.
We need a reset button for them and their funders and supporters
He was on the run after murdering someone.
