It would be interesting to find out how the phones were provisioned. Erase data after 10 failed attempts has to be enabled either by the user or provisioning software.

I find it odd the IG did not feel interested in investigating this. Obviously, the fix is in.

YOU can, sure. These government employees doing that to their government issues phones that had data that was owned by the government? That breaks lots of laws, rules and regulations.
