No, they won’t. Even ignoring the moving expenses, the subsides hardly account for the cost-of-living differential and do not allow the family to attain any sort of housing, even perhaps a worn cardboard box on the sidewalk, absent an unusually high income from the lucrative job of the husband or the trust-fund dividends of the extremely wealthy. And that doesn’t begin to address the shockingly awful quality of live in San Francisco. This policy may lure some wealthy families of appropriate races from the nearby suburbs (or provide them an incentive not to depart for the suburbs) that suffer from similar extreme costs and social pathologies, especially if they intend to undergo numerous serial pregnancies and can locate some decent schooling options for their large families.

I think they know that justice will shut this down. But, they’ll say “it was the thought that counts”.
This will create more children born out of wedlock and more crime.

You are assuming that the minority skanks who will be attracted by this largesse are thoughtful, prudent people who will carefully weigh the pros and cons of their actions - but if that were the case, they wouldn't have gotten themselves into this situation in the first place!

That's going to be a problem with this type of stuff. Eventually one-drop-rule folks are going to want their share of the racial grievance cash.
As more and more mixed-race couples bring racially ambiguous children into the world, eventually you'll have kids who look white but claim to be black, and they're not making it up.
That's where all of this falls apart.
