A lot of the senior people came in with the Clintons, laid low during Bush 2, and then were high enough in the food chain to wreck havoc when Obama was elected. If I remember correctly, Obama was able to move a bunch of political types to civil service before he left office. That is 2 steps backwards..

I don’t know the numbers with Obama, but Clinton did it on a massive scale at the end of his term.
